THE MAN


















                                              He is described  in myriad  ways.
                                              Passionate about research; exploratory,
                                              decisive yet  detached. A simple
                                              man; witty, sometimes  stern,
                                              a stickler for time; lived with
                                              humility  - academic brilliance
                                              and professional achievements
                                              resting lightly on his shoulders; an
                                              indulgent family man.


                                              He was all of this.

                                              Closer to his own life, he learnt early
                                              the need  to use his  imagination
                                              and to invent. He recognised that
                                              human  beings resist change. He
                                              was fascinated with governance in
                                              development.

                                              What  was Dr. Samuel  Paul’s
                                              abiding legacy? What might he be
                                              best remembered for?


                                              He was a ‘Citizen at Heart’.
                                              He spoke truth to power.
