                           Soren Kierkegaard famously observed with existential anguish that
                           “life can only be understood backwards; but it must be lived forwards”.

                           What if a man was clear about what he must do and not merely what
                           he must know?

                           What if he was perspicacious and found a purpose not merely for
                           himself, but one keeping the citizen at heart?

                           That would be the story of an idea transforming into action, and then
                           growing as an institution.

                           The man was Dr. Samuel Paul.
                           The idea was Good Governance.
                           The institution, Public Affairs Centre.

                           This  Special Edition  is  the story  of  this journey - the myriad
                           collaborations  and  exciting  intellectual  exchanges that  laid  the
                           foundation for each and every advance the Public Affairs Centre has
                           made in the last 25 years.

                           It is at once a story about people who strive to make our society, even
                           if a little, better than they found it.
